00 Annually Posting Closing Date: 12/03/2023 Your Specific Responsibilities: Under the direction of the Health Promotion Director and in collaboration with the Tobacco Prevention Specialist, this coordinator position leads the Students Working against Tobacco (SWAT) youth component of the statewide comprehensive Tobacco Prevention and Control program in St.
Lucie County to ensure compliance with the Bureau of Tobacco Free Florida (BTFF) State and Communities Interventions Grant.
This position is responsible for implementing policy change strategies to support the goal areas of the Florida Department of Health Bureau of Tobacco Free Florida.
1) Preventing Initiation Among Youth and Young Adults; (2) Eliminate Secondhand Smoke Exposure and 3) Promote Cessation from Tobacco Use.
4) Maintain an Infrastructure that Supports a Standalone County Tobacco-Free Partnership and SWAT (Students Working Against Tobacco).
Duties in this position include program and activity planning, organizing, and detailed accurate reporting on process and outcomes.
The ability to work independently and with community partners and coalitions is required.
An extensive knowledge of youth, community dynamics, and an ability to be an effective agent for change is necessary.
Skills in public speaking, coalition building, and volunteer management, as well as a working knowledge of computers and Microsoft Office programs are necessary.
Marketing, social media, and public relations experience is preferred.
This position requires travel and some weekend and evening hours.
This is a tobacco-free position, and a background check will be required.
Establish new and maintain existing Students Working Against Tobacco (SWAT) Chapters and Clubs for middle and high school students to support local policy and systems change to prevent initiation of tobacco use among youth, eliminate secondhand smoke exposure, and promote cessation of tobacco use.
Recruit area schools and youth organizations to establish and maintain SWAT Chapters.
Identify, recruit, train, support, and evaluate adult advisors to maintain youth-led chapter meetings and to plan and implement anti-tobacco trainings and activities.
Provide training and resources to advisors, youth, and community partners.
Participate in regional and Statewide SWAT calls and meetings and in community events to promote SWAT and tobacco policy change and adoption.
Develop and maintain a countywide SWAT chapter that assists in planning and executing outreach and mobilization activities to promote policy change.
Oversee youth training and skill-building opportunities to develop skills for leading tobacco control and policy change efforts.
Assist youth in organizing, implementing, and evaluating school-based and countywide youth meetings/projects/activities; interviewing decision makers or other key stakeholders to gather information on tobacco issues; preparing presentations on tobacco issues; conducting statewide surveillance activities at retail point-of-sale.
Provide or arrange transportation for SWAT members to meetings and events as needed.
Attend required Tobacco Free Florida workshops, trainings, webinars, meetings, and conference calls; inform and update other staff and partners that are implementing workplan objectives on changes to reporting or priorities.
Implement local health promotion and education activities in tobacco prevention and other priority health issues; serve as the lead for K-12 policy area activities and support other policy areas, and complete activities associated with all workplan goals.
Develop and maintain community partnerships within the county/community and participate in other local coalitions and workgroups to engage those members with tobacco prevention and cessation goals, as well as identity opportunities to collaborate.
Assist Tobacco Prevention Specialist to build and maintain an active diverse Tobacco Free Community Partnership, reflective of local demographics, which includes youth participation, parents, teachers, community leaders, agency representatives and community members.
Participate in Tobacco Free Partnership of St.
Lucie County and ensure youth attend trainings and meetings as required Be active in other community organizations/coalitions to facilitate discussion around tobacco prevention issues and advance workplan strategies.
Coordinate and recruit SWAT participation in community events to provide resources on vaping, and tobacco cessation, including the distribution of literature and interactive educational presentations.
Ensure SWAT implementation of local, state, and tobacco control campaigns and observances to educate and engage community discussion around tobacco prevention and control efforts.
Plan, coordinate, set up, and take down equipment and materials for events.
Assist the Tobacco Prevention Specialist with the development and implementation of the annual work plan.
Participate in all grant-related evaluation activities, including preparation and submittal of detailed quarterly reporting in the Automated Tobacco Activity Collection System (ATACS).
Assist the Tobacco Prevention Specialist and school district staff with the preparation, distribution, and collection of the annual Florida Youth Survey.
Collaborate regularly with the Tobacco Prevention Specialist to ensure coordinated program delivery.
Perform other related duties as assigned, including, but not limited to disaster preparedness activities.
Attend all required DOH and other meetings/trainings.
Apply applicable rules, regulations, policies, and procedures.
Required Knowledge, Skills, and Abilities: Knowledge of community resources and programs associated with the identified specialty area.
Knowledge of tobacco control trends and strategies, tobacco prevention and use reduction in the area of cessation, secondhand smoke, and youth initiation prevention.
Knowledge of youth development theory, adolescent, and human development.
A working knowledge of computers is required, including Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and Publisher.
Ability to involve youth in their own planning process by helping to set realistic goals and action steps, make informed choices, exercise self-determination, and actively participate in their own development.
Ability to engage and build relationships with family members or other significant persons.
Ability to engage youth in community service and leadership activities.
Ability to work with groups, foster teamwork, and develop leadership and followership among youth.
Ability to advocate for, motivate, recruit, and engage youth.
Ability to communicate effectively, verbally and in writing.
Ability to create relationships and network with other community agencies and potential partners, as well as build collaborative relationships and manage partnerships.
Ability to provide technical assistance and education to diverse audiences.

Ability to bend and twist, walk up to ½ mile, lift up to 50 pounds, sit and stand for extended periods of time.
Ability to collect and analyze data, prepare reports, develop audiovisual materials.
Strong presentation, group facilitation, interpersonal and communication skills with small and large groups, and the ability to work effectively with a wide range of constituencies in diverse communities.
Skill in compiling, organizing, and analyzing data for the purpose of monitoring and evaluating.
Skill in organizing resources, establishing priorities, and working efficiently; as well as public speaking, written communication, event planning, and presentations.
Qualifications: Minimum: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
